Well, its certainly rusty, has it been exposed at any time to salt water, or chemicals of some sort. I have one of those wire-cores, I'll see if I can see beneath the cover any where.

Couple of mins later.....

Just had a look, cant see through the cover anywhere, but the ends still got that galvanised look about them.

 

 

Andy, I have only ever seen small surface patches of rust on a galvanised lanyard and that was right at the ends where the cable is crimped, it was good condition apart from that but it was still failed. (Not by me)
