Is my chipper blunt?

Have you checked nuts and bolts? 

I've only ever hired a big chipper once. When I returned it, I had to wait whilst the shop opened it up and checked the condition of every wear part. A bit of a pain at the time, but on reflection, assuring. 

I never have hired in a chipper but I think there’s a good call to open up and inspect blades when taking delivery. I can see the hire company blaming the hirer in this case? “ it was all checked before you hired it”, what does it say on the hire agreement?

I feel sorry for the hire machines. The average weekend warrior thinks wood chipper / green waste shredder / concrete crusher are 3 interchangeable words

Absolutely. And that sums up why these days I decline to provide a chipping service to people who have done the felling themselves, or had a "tree surgeon" in to do it. The former don't know the difference between barbed wire and a tree branch, and the latter don't give a monkeys.
