As will said no local requirement, but if some one is asking for it to be loler certified I don't see why not,, Scott would be a good shout or try Dave blakey either could know sone one,,

There is no requirement to LOLER your winches if they aren’t used for lifting, I  can’t see why they are asking for this. 
If it’s going to gain you a decent contract then I would obviously have it done as it shouldn’t cost the earth.
You will just have to explain the situation to the LOLER examiner or state that you use the winches as hoists occasionally, supply winch receipts and any service records you have for inspection.

I’m not familiar with any LOLER examiners  near you, Richard Almond possibly, a web search should supply a list of local contacts.

I think the H&S guy has got their wires crossed or just unclear on the regs.

I would think they are expecting the Op to produce winch service records rather than LOLER records.
