There was a study done in America if i remember by a lady where it showed the nitrogen depletion was negligible.  It increased only if the woodchip was actively DUG into the surrounding soil but still not worthy of mention.  Lady in question had a Doctorate in associated field so not just a speculative assumption.

Can you think of any freely available liquid fertiliser that is high in nitrogen?

This might be worth a read, go down to the bottom and it covers nitrogen robbing. Basically unlikely unless the plants are shallow rooted.
