15 l means it is fifteen inches wide where the tyre meets the rim and it has a single shallow well between the outside bits of the rim where the beads seat. The 24 is the diameter of the rim in inches that the bead fits tightly on.

 

Those rim sizes look pretty standard for a tractor of that size and shouldn't be to hard to find with an agricultural tread.

 

Oddly enough tyres are usually sized in inches for the diameter and metric for the width

Also have watch ratio of rolling circumference front to rear, there will be an optimal ratio for this depending on the ratios in the gearbox. You need to have the front wheels pulling the rear along, not the front being pushed by the rear.

Looking again at the photo more closely of the tractor those rear rims do look small in diameter and a 15" rim would be correct for a tyre with a 16.9 section width 🤔

The 15 L x 24 is the front rim.

It's actually the rear rim. The tractor is from an RAF base and they spec them with small industrial back wheels. I'm looking to put a 10'' wider rim on the back with ratio matched replacement front wheels.

 

I downloaded the manual (as you suggested) and there are a few options with the wheel sizes. As htb pointed out it's important to get the ratios right for 4WD.
