Because it will cost him £2.00 and he can add a £10 to include admin on the Bill?

Might be that you were asking the wrong department? Down my road, one side is owned by council 'parks and recreation' and the other side by council 'estates' or something like that.. and they don't talk to each other.

You just know it's going to be a pain in the backside. I've got one now, the National trust say it's 'Highways' responsibility, and 'Highways' tell me it's the National Trusts responsibility. The customer told me that the forestry commission own it.
