I have not seen the tree? It is road side, I don't believe it has been reduced.

It's four years since the picus/photos. If it hasn't been pruned it looks like it has reduced vitality. It has a decay fungi known to cause whole tree failure. There appear to be some 'targets' that have reasonable value. I doubt it has improved.

 

You need to have a look at it now, and ask yourself, will it fail before the next inspection. Is it really worth keeping.

That would be my approach. Sure you could look at a reduction to make it safe short term but all you’re going to be doing is creating an ugly tree which is going to require constant maintenance. Best to get shot and replace with something that’s going to look nice
