The twigs are dead. The rot symptoms are to exposed heartwood from damage years ago, the adventitious growth from the wound wood has also died so it has problems.

 

Also doesn't look like ash and poplar would be my guess

Discussion is probably academic anyway. No crown photos, but the larger diameter deadwood scattered in the background may indicate a declining or dysfunctional canopy. If it is poplar, the lack of durability of the wood etc etc etc will probably lead to its early removal anyway.

 

Strimmer rash as the initiating factor?

Hi clive, is it your tree or a clients? My opinion is that it appears to be in a low value tree with nearby targets, if people are keen to keep the tree get it checked by someone local. Otherwise fell and replant. I too thought it looked like a pop.
