Does anyone know if you can get away with using 14mm rope with something like an ISC micro or Petzl Fixe? It's not going to have big loads on it, I'm just looking for a cheap upgrade to a 3:1 system.

Not ideal but has been done before. Sometimes run a 19mm rope through a16mm isc pulley as a redirect, not at main anchor point, not ideal but needs must sometimes

Not too bothered about any guidelines in this case, more interested in whether it will work or if the friction from the over size rope will make using a pulley pointless.

Put the rope in the pulley on the deck.

Does the pulley still spin?

If yes, you can use it.

If no, you can’t.

It’s not ideal, but should be ok in the configuration you describe.

Excessive rope wear would be my concern.

I’ve rigged off my side D’s before when I ran out of options, so I’m probably not the best person to ask.
