I think black is rain water . Blue is mains fresh water and red is Foul sewage .  

 CR the place, ? DC the district Council   ?   All just a guess.........

Yeah guessed it was a marker post, just didn't know what for.  Can't recall seeing a black one before

I would say definitely sewage  

It has rural district council marking as most district sewers were laid by the rdc's . It may be a topwater drain its the A that is a mystery the 10 will be either the distance or diameter of the pipe.

Would be nice to find out
