With lpa not having any money, and being frightened to spend it, cut the thing down! You might get your fingers wrapped but unless it's high profile lpa are not looking for confrontation! This may not be the right attitude but lpa's need to have a coherent policy across the country!

I have seen many a fine tree felled because the lpa can't get to the tree in time through lack of resources or are frightened of the expensive consequences!

I've found its more the lack of witnesses and the perception that the lpa can magic up evidence that's the problem.
