I believe that in the USA it is, a minor cannot give consent to any sex act as they are under the legal age of consent, so it comes under the umbrella terms of which the US has many but they mean rape, whether they want sex with the adult, are forced,  procured etc etc

For information, he continued and raped the girl, but wasn't prosecuted on that part - did you see on the news at all, Epstein did a plea deal? That was the deal, he would fess up the soliciting, they would drop the rape bit. Deal involved Trumps attorney general if you want a term of reference to the current thread.

after you posted that I (allegations after Epstein's death) - I read some of his Wikipedia page

1. Yes the girls were younger than I thought, as young as 14 in the indictment he was in jail for

2 various reports of surveillance camera systems in toilets and bedrooms of some of his properties - made me think he may have had tapes of associates with girls/women kept as 'insurance'

3 mulitiple sources say the tape of the communal area outside his cell has a minute or more missing - so powerful people may have had him killed, made to look like suicide (not probably Trump btw!, although it would have been bad for Trump he could at least have pardoned himself as was still Potus) the post mortem found broken bones sometimes associated with hanging, but more frequently strangulation

4 gory details about the sex in the indictment - most of the time Epstein got them to undress fully or partially, then jerked himself off, and touched and groped them while they gave him a massage, afterwards paying them hundreds of dollars each time - of course it's bad to do it with 14 year olds, but the wiki detailed several older girls who went to the island 18 year olds, some were really beautiful.

5 If you've got money women is probably the best thing to spend it on - keep it bang on 18 and above to avoid problems - even though Henry 8th got away with marrying Katherine Howard when she was 16
