Splicing,Good or bad??

One of the boys at work has just had this AP spliced,Im no expert but im not sure it correct??

The whipping inparticular can be seperated with a finger nail.

The splice in question is the one with the black whipping and the other to compare it with is done by drewb,

 

What are your thoughts on this?still ok to use?
