Is this road tow legal?

I asked the seller -

 

"The splitter was constructed befor 28.10.12 so dose not require a approval certifcate and all the running gear is EC approved. There is no suspension on the splitter but that has not stopped me towing them grate distances in the past. Obviously once you have inspected the splitter and towed it away we cannot be responceble for what you get up to with it."

No suspension automatically says no doesn't it ?

 

Its not no suspension . Its do the wheels have proper bearings as apposed to a shaft in a plain bush . Plenty of things with no actual suspension other than the air in the tires . Jensen A 540 chipper for example .
