TPO's are for trees that are considered to be threatened, hence yours being TPO'd and not others near by that are not "under threat". This is the reason many remove any trees near or on a development site before contacting the council. Once the council are aware a tree is "under threat" they have a duty to decide if it warrants protection or not.
