If it is insulated, don't make the assumtion that the insulation will be intact. Treat it as live. By the look of that I'd say it's a shut down. I'd say you 'could' get over that line and work away on the other stem, but honestly, life is too short.

Thanks for the feedback! In response to the "They look like phone lines" comments I will try and snap some more photos tomorrow, although I am 100% certain they are power. In the mean time though can we just assume that they are what I've said they are :D

if you don't know the difference between a phone line and a power line, then perhaps you should be sat on the end of a phone line... not this industry..

I think the fact that the OP has come on here to ask shows he is a responsible employee. Another thing to consider is even if they're BT lines, these days they're so much more than "just a phone line". They support alarm systems, home office computer systems as well as phones, and the cost of disabling these accidentally can be quite high. If they're electricity lines, then get the electricity company out, if they're phones lines, can they be done without risk to the lines? Or is a Mewp a better option?

Thanks for such a "constructive" comment. I think if you actually read back through the thread you'll see that I never expressed any doubt about it being a power line. However here are some new photos to act as proof...
