I'd be interested to know what the Council spec was too. There looks to be a heavy lean AWAY from the house. If the tree has a TPO i'd have thought the council would only have allowed minimal work without evidence that the stability of the tree was not compromised in any way. Are the photos of the finished work?

But the tree has a TPO.....you have to get permission to carry out any works!
