It might be a location dowel for the pull cord casing to match up with the body.

Are here are two dowels ( like on a 560 ) that the starter pawls engage with when pulling the chord . Could it be one of them ?

Looking at the parts list, it is possibly the location dowel that should fit in the crankcase, starter side, top right hand corner close to the screw hole. 

See if it is missing.
