throw line or those insulated rods that the UA guys use to get a main anchor, and footlock up as close to thew cuttinig area as possible, then i'd use a tape sling wrapped around the stem in a 'larks foot' and use the loops to stand in/on, flip line at waist height then reach up and have all that regrowth off. Not as hard as it sounds i promise yew....

If it were me, I would insert climbing rope using throwbag as seen in green.

 

Having footlocked upto the branch, I would the stand in the forks (red circles) that the previous bloke so kindly left, attached by a lanyard ('green rope' also attached handy for quick exit if necessary)

 

Next would follow some making merry with the topper whilst undertaking some cut and chuck action.

Finally got a weekend free to do the re pollards...well managed one. Have to say it killed me as a lot of hand saw work and pulling branches through to cast in the clients garden and not next door. Also no spikes used. One little mishap due to slight loss of concentration...butt fell on glass roof of veranda directly below so looking for cheap piece of Georgian wire cast glass. Couple of times I nearly gave up and sent for a proper tree surgeon, but glad I completed. Great experience even if it teaches you your limitations.
