Best bet would be to get hold of a flywheel from another make, then put the rest of the 'other make' chipper around it - that's the only way to solve this much publicised issue - cos until TW re-design the central component it aint gonna go away.

Do they help throw chip further if changed for new?

 

Yes they do if the old ones are really battered, i changed mine recently and the performance is much better. Conifer now ends up in the truck instead of on the road. Mine had lumps missing from them. I'd definitely fit new ones though.
