I would say not, its a high speed PTO generally used for running hydraulic pumps for cranes.

there are 3 different ratios available on the n16 pto output Ive seen quite a few things run off them, usually reserved for hydraulic pumps, but generators, fire pumps , compressors, and some weird attachments, you would be able to run a hydraulic powered chipper no problem
