I reckon youve got a wierd formation of rigidiporus populinus, not seen it on oak before.

hang on a mo, thats probably its doppelganger, perenniporia fraxinea

That's great thanks. So then, might that bulge be down to a decay cavity?

 

Perenniporia is a part of ash tree ecology, but yes there is much decay within, ash trees form very wide flares at the base when colonised by P. fraxinea, thermal imaging or airspade the only real way to get a handle on the decay extent IMO. an increment core could be a last ditch attempt at a cheap method of evaluation but potentialy giving the fungi accses to previously sound woody volumes.
