Quick question - bung/plug

Is there supposed to be some kind of bung/plug/breather or something in this hole? It seems to go down into the oil tank, and lets out a small drip whilst the saw is running.

The hole by the exhaust seems to meet up with the normal hole for the guide bar (so not into the tank).

I just can't figure it out. I tried blocking the hole with a short thick screw, and with the bar off, oil streams out of the hole for the guide bar, as it should. But when you put a bar and chain on, the oil doesnt seem to run along the bar. The bar and oil hole are totally clean, and I even tried a different bar. Also tried blowing out the hole with an air line
