Is this bad news?

I have a small mixed woodland plot. Some of the largest trees are beeches, they all seem to have some amount of problems.

Most seem to have what looks like bleeding sores in the main trunk. However this week I have noticed one tree in particular that has a large patch of fungal growths aprox 2 foot by 3 foot on the base of the trunk. It is also on the tree that did not fully leaf up this year & just seemed to be doing badly.

So is this fatal?

If so how soon should I be dealing with it?

(its natural fall would see it landing on my parking spot.)

Would this come under the dead dying / diseased felling exemptions?

If not fatal can I do any thing to help it?

Is this the same problem as the bleeding sores on the other trees?
