If the house has a new roof, windows, doors, kitchen and bathroom but there are scrap cars on the driveway, engine parts everywhere two american pitbulls tied up in the back living in their own crap and they burn all their rubbish in the garden rather than put it in the wheelie bin then there is a good chance it council owned.

A few years ago I had an enquiry from an old boy living in a council house, he had a knackered Juglans in his garden and wanted to know how much I would give him for it. His mate down the pub had told him all walnuts are worth at least a grand. He didn’t believe it was worthless and probably belonged to the LA.

Any tree belongs to the person that has title to the land it is growing on. You can check titles for a couple of quid with the land registry.

Tis easy. Speak to someone from the LA, either your nice, friendly TO or some one in Land Registry.

All LAs will have a list or map of their properties and they should be able to tell you if any particular address is private or LA owned (NB - housing assoc' properties are private, despite what the residents insist).
