In the mersey tunnel it is 15mph i think, and the same on motorways maybe...Not sure on other roads tho'.

i dont think there is a specified limit,

 

there is however, a failable item in a driving test known as "not making sufficient progress"

 

this basically means dont drive slow, or impede the progress of others, but methinks its open to interpretation

basically its to settle a argument a friend of mine is wanting to drive a vimek forwader and harvester that do 25 kph sum 20 miles down to his next site with out having to pay haulage costs (tight arse) he says it will be fine as long as he has flashing lights and i was doubting it
