I saw (a shortened version of) that the other day and was enraged at the crassness of leaving the bottom half. It took two days to get to it. Just finish the job in twenty minutes extra while you’re there rather than sentence someone to another two days at some point in the future. I’d be cross if I was buying electricity from that line and paying for the upkeep.

That's interesting, I didn't think of it that way. Maybe their thought process was something along the lines of "the line is clear so rather than take any further risks let's move on". I dunno. It'll be a while before it has to be dealt with again but I see your point.

Clearance not appearance as the utility boys used to say. 
 

He actually explains/justifies the retention of the rest of the tree at the end. When I work in the woods we often are asked to leave or create stems for habitat. It’s good practice here in the UK

No further risks today but greater further risks in future when it's dead and rotting or has regrown ten tops. Not to mention they'll have to get to the base of the tree again, which was a significant part of the battle.

 

But let's be real. This is probably dolescum work. They'll be competitively doing as little as possible, some just because that's the type of lazy shovel-leaners or malicious-compliers they are and some because they actively want to come back to it and do it again and get paid again. 

 

And sod that habitat bollocks. What's eco about sending a team back to do 196% of the work instead of the team there now doing 104% of the work? Nothing. Just a waste of fuel everyone driving back and forth to work when the job could have already been done.
