Yes, usually by means of an election.
You cannot just throw out an elected government just because some arse obsessed numpty and a few million Russian bots press a button on their phone.

It's beginning to look like you're inventing the parameters off the top of your head.

Make it simple, subjected to taxes and laws = entitled to an opinion.

How is that inventing basic parameters.

 

Just paying taxes entitles you to the benefits of that country and it's protection, non Dom's pay tax but can't vote as far as I'm aware.

 

Actually casting a vote entitles you the right to criticise, that's the simple thing.

 

People fought and died for that right, so use it or hold your peace until you do.
