assuming you have free time and ppe, drive round your local area wearing your ppe listening for the sound of chainsaws till you find someone doing some big tree work, then sit on your car bonnet and watch.

youll learn and potentially someone will suggest you help out.

you mean as opposed to sitting at home sending emails to people that are out at work and hoping one invites a random lad to come and work?

watch tv, or watch climbers at work. which sounds like the better plan, if hes offering to work for free why not watch for free?

if two lads apply for a job, one sends an email, the other turns up onsite ready to get stuck in, which one are you likely to take a punt on?

 

and from the flip side, is he looking for experience of applying for jobs or looking for opportunity to watch people at work?

Because hanging around (or as you suggest sitting on a car bonnet) in full gear waiting to be approached is a bit weird. 
If someone did that on my job I’d assume they were mental frankly.

as for the rest, my first thought would usually have gone to wondering if its someone from the council checking on tpo work or something. but inevitably most people would amble over to the watcher to ask what they want, and the answer would be "to watch and learn and maybe get a job"

 

fairly sure the question was asked ways to try learning and increase chances of a job.

sure volunteering is an option. but if you want a paid job you need to get noticed by the people who work in your area.
