Woodworking advice needed for fixing wheels

Project is a sweet cart style piece for our shop. Will be similar sort of thing to the one in the image attached. I’ve sourced a couple of wheels but can’t decide how to mount them for the best. Would be nice if they turned but it’s not crucial. Any suggestions please?

An axle right through from one side to the other threaded each end and a nut and washer either side .
