Just because they are not shot at doesn’t mean they’re not wary of people.

It’s kind of their job to distrust any potential threat.

Buzzard, kites and other raptors have been protected for years, doesn’t mean they’re strolling round the lawn playing with the kids toys does it?

Imo the animal is old or ill or suchlike.
