Best way to repair a small hole in a cement roof?

Advice from our council when I had garage roof replaced was obviously don't break it, wet it first then wrap double in polythene and tape up. Taken to local recycling company who accept asbestos from Joe public in small quantities into special enclosed skip. All legal and paperwork to back it up. Usual precautions regarding masks, gloves and disposable overalls etc.

If it is a council owned garage that it not currently in use I think I would be tempted to do a quick repair and say nothing. As has already been said, council very unlikely to take common sense approach to it, far more likely to go overboard.

A couple of years ago one of our local councils charged us £50 for a permit to take our machinery on their rough grassland to clear away a tree that had fallen from our customer's garden onto their land. A few weeks later when a chap came with a wagon and hiab to remove the fairly large stump and rootball from the same patch we just didn't tell them.
