When the brake is in the disengaged mode (brake off) the chain will not fully rotate on the bar, is this how it should be?

 

Might be a stiff tie strap or two or chain kinked slightly . Try backing off the chain tension a bit and see if it runs freely .

That operation of the brake lever in your new video looks as it should. Does the chain rotate without the chain cover fitted. It could be several factors independent of the chain brake. Worn sprocket on the machine or bar, or both, burred chain teeth, incorrect chain fitted, sprocket bearing failure??

 

Would be good to see the condition of the sprocket on the saw itself...they can wear right through and the chain can 'lock' in the tooth on the sprocket

That is not the brake doing that, either you have a knackered chain rim or a miss match of rim and chain, does it have a rim sprocket or spur sprocket? if rim is the chain running in the rim or running on the back of it. these saws I have seen on .325 and 3/8 chain so back to miss match of chain too sprocket.
