Could be wrong, but isn’t it the start of ganoderma brackets early stage of the fungus. I’ve got similar on an old beech, it’s like it’s oozing out of the tree like expanding foam. Then turns into brackets.

I’m glad someone else agrees with me I always said this was Ganoderma the Estate I worked at called in experts who said no it was Inonotus 

now there’s a debate lol
