Dont tell them your closing both carriage ways, that's when it gets expensive! you can double red the lights for a maximum of 15mins anyway.

It’s not climbable unfortunately. Huge decay and recent cracks in both stems. We have arranged a crane for the soonest day (19th).

Think we will be getting another price.

The fine for what? He said he only needs both lanes closed for max 15 mins, maybe rules are different in england but up here I'm sure you can double red for max 15 mins

Why and for how long do you need to close the road? To set up the truck (too wide for 1 lane)? If so, cars can’t get past for the duration of the job so a diversion has to be planned/signed etc. 
It won’t be cheap however you do it I’m afraid...

Can you not dismantle into the road with a climber (or MEWP) working out of one lane - hold reds for the pieces over both carriageways and drag them into your closed-off work area ASAP. Should be far less disruptive (and subsequently cheaper) than a road closure. 
And not bother with the truck/crane - this might be adding complications and expense to your job.
