Ash insect - any ideas?

Any idea what causes these pinprick size holes in European Ash?
The stem is about 10cm diameter. 
The holes do not go deeper than the bark and look like they might be joined by a tunnel made by some kind of miner or beetle.

Can't be Emerald Ash Borer.  
That's not native to Europe.

If the tunnels are only in the bark then ash bark beetle seems likely, Hylesinus varius or Hylesinus wachtli. (Note their latin names have changed over the years).
