Climbing under supervision

Can any trainers / assessors give a definitive answer on whether un-certificated staff are allowed to undertake aerial work under direct supervision of certified & experienced staff? I have not heard of this before, but I saw it mentioned on a training company's website - and it stated it  was a "legal" and acceptable way for new staff to get experience & time off the ground.

Any clarification / caution of grey areas much appreciated - thanks

If it is 1 climber and trainee and both are climbing you will need someone capable of aerial rescue to rescue the experienced climber if required....  But I guess it is OK if the experienced climber is just supervising and not actually climbing..

Climb trees and perform arerial rescue used to be a pre-requisite for CS39. Regardless, I wouldn't let an inexperienced climber use a saw in the tree if they couldn't rescue a)themselves or b) someone else. 
Is there a need for seperate aerial rescue if two climbers are in the tree?

But its not and it isnt.

How can 2 climbers,1 trainee

1 experienced be interpreted as 3?

2 or maybe even 4 i could see

but 3??
