We used to have one and sometimes the speed dial ( just a flow valve ) would vibrate round to almost shut ( low numbers on the dial )

Sounds like the directional control valve is sticking...its the thing the two solenoids slide on two. When its is running try sticking a small screwdriver in the end of the valve of the forward solenoid valve they some times get stuck and don't allow the spool valve to open/close properly.  Best bet is take it to a hydraulic fitter and see  what they say. The spool valves in the directional control valve aint interchangeable so a new valve might be needed.

you could try wiring the soleniod direct to the battery, that would bypass the control box and safety switches so you could rule out a problem there, the anti stress wont work so bear that in mind if chipping. i put a coil of wire on the chippers as a back up in case of control box problems.
