Looks like he’s sharpening the flat of the blade rather than the bevel.

would have to take off blades to do bevel (on most small/medium disc chippers anyway.) Would be handy for touching up in between proper  sharpenings.

very similar to a dremmel motor?

We do a blade grinder for our Disc Blades, it would be fairly easy to mackle up a slide etc for flat blades. You just got to understand that precision and not overheating blades is key!

Choice of abrasive is key to not overheating. What does your grinder use?
