My Grandfather used to talk about a fuel/oil pipeline running from bentwaters air base when it existed to somewhere (I can’t recall wear as was prob 25-30 year ago) 

but Clare is a fair way from Bentwaters!

(My family are from your neck of the woods)

I have it on good information that it's a 'Anode' marker. It's a metal cable or rod connected to the rising main from a terminal sewage pumping station to a sewage works, supposed to prevent corrosion by maintaining a small electrical charge in the iron main.

We have those on a high pressure gas main near here, they have two wires coming from them (hidden behind the plate) and the voltage can be measured from them to indicate how much life the sacrificial anode has left. The marker posts are similar but green (IIRC but will have to visit to be sure) plates with more information on them.
