Killing off a Goat Willow

Hi all.  This is my first post and I don't like it to be about destroying a tree but unfortunately it seems it is :(

 

The tree in question is a youngish goat willow about 15ft high and wide, but in a difficult position for cutting down, and any expense would not be warranted.  I have no objection to the natural decay of a standing tree anyway and if it could be killed and left that would be the optimum solution for me.  Years ago I would have used sodium chlorate round the roots, but it seems this is not available/permissible.   Do any of you experts have a suitable solution.  I would be most grateful if you have
