Killing off a Goat Willow

Hi all.  This is my first post and I don't like it to be about destroying a tree but unfortunately it seems it is

 

The tree in question is a youngish goat willow about 15ft high and wide, but in a difficult position for cutting down, and any expense would not be warranted.  I have no objection to the natural decay of a standing tree anyway and if it could be killed and left that would be the optimum solution for me.  Years ago I would have used sodium chlorate round the roots, but it seems this is not available/permissible.   Do any of you experts have a suitable solution.  I would be most grateful if you have

Surely if you kill it and leave it standing at some point it will come down on to something or someone. Take it down with a silky if it's only 15ft.

cover it in old tarpaulins to deprive the leaves of sunlight - or wound it and glyphosate, once it snuffs it leave standing for habitat
