In my experience just removing the ivy will, massively increase the amount of light that gets through.

If after the ivy has been removed they are still not happy, then go in and do the reduction (much easier job without the ivy)

I would girdle the ivy at the bottom let it die then suggest a thin, if the trees are healthy that would let more light pass through and keep the trees in good health.

 

If the trees are covered in ivy can you see any possible defects?

Certainly the main trunks and scaffolds are obscured by ivy so girdling it will have light and safety benefits in this circumstance

Move the garden? How much light is needed?

 

Yes check ownership and regulations first--owner's job really.

 

Job totally depends on where and how much light is needed. Ivy can be cut at top of trunks to conserve habitat.

Nope not planning app. With a CA you give notification of the works you intend to carry out to the trees, a section 211 notice, if the LA have any objections their only option is to place a TPO on the trees in question. If the LA don't reply, or do give consent, within 6 weeks then you can carry out the works...

 

yes and write to them recorded delivery so they have to sign they received the letter as proof of notification
