  1. err sorry but that is NOT the case and who ever has told you that EVEN if it was someone from the DVLA or VOSA do not know what they are talking about! i heve been there & done it lots of times in the past with 4x4 & 6x6 trucks (e.g. hgv into AMV) see How to exchange a tax disc "You’ll need to exchange your tax disc if you make any changes to your vehicle’s construction or use that will change the tax class or the amount of vehicle tax you pay" "Exchange your tax disc if you change the: tax class (this does not apply for tax classes where no vehicle tax is payable) engine size (cylinder capacity) type of fuel used weight of a goods vehicle number of seats on a bus the use of a vehicle you have just bought" remember change of tax class is normaly done at your nearest Driver and Vehicle Licensing Agency (DVLA) local office

A vehicle which is being used for snow clearing, or for the distribution of grit, salt or other materials on frosted, icebound or snow-covered roads or for going to or from the place where it is to be used for the said purposes or for any other purpose directly connected with those purposes." ANY other use = operators licence & change of VED class with the DVLA
  3. err wrong, HMRC Notice 75 (note B) "8.9 Mobile cranes (1) A mobile crane is an excepted vehicle (2) In sub-paragraph (1) above "mobile crane" means a vehicle which is designed and constructed as a mobile crane and which: (a) is used on public roads only as a crane in connection with work carried on at a site in the immediate vicinity or for the purpose of proceeding to and from a place where it is to be or has been used as a crane, and (b) when so proceeding does not carry any load except such as is necessary for it's propulsion or equipment." mobile cranes, including truck mounted access platforms and mobile concrete pumps, with a revenue weights exceeding 3.5 tonnes. NOTE: if you don’t conform to "B" you don’t have the right to use red as it’s no longer a Mobile crane but a truck, it’s that simple. Also you may tow a trailer BUT only if it is necessary for it's propulsion or equipment relating to being a Mobile crane, i.e. ballast, jibs, slinging, chains, baskets, etc, etc. re: operators licence, if you travel >15miles radius from you base you need an operators licence.
