Maybe not so new anymore.

Two oaks were meant to be felled because of a new tram system (Potsdam, Germany )
The felling was stopped because of a rare beetle found on the trees
The course of the tram was altered.
The trees are now dead , killed by the same beetles.

what i meant to say was . Oaks can only recover once after a heavy crown reduction.

I‘m no expert, but i read or heard somewhere that a Oak will only recover from one large reduction.

Try a reduction if someone will do it . I‘ve never seen a healthy Lombardy blown down before, there’s plenty here in Berlin.
If the tree is rotten i would remove it.
