Local Village Parish Council owes me money and will not pay what can I do

The very first job I did self employed I got done out of a lot of money, so very quickly learnt that dealing with self important people as in my case the local master of the hunt as he was that always give written quotes and do no work until written conformation especially dealing with parish councils and self important village Lord of the manor types , the knob end in question also told me after settling up which he only paid me half of what He owed was that people like me should be working for £100 a day...... I'm still not sure how he thought I payed for the track chipper rental or the other employer insurance ect I had but it was a good lesson in dealing with such people .. And I know the only reason he paid was because the landlord of his favourite pub who is a good friend refused to serve him until he did pay up.

Hi Richard it was rush job as they come me and next day there was a village day when villagers say that's ok go on and job you well get that's from the top man well that's ok I'm knock off some money tax to them thanks Jon

Kidnap the clerk of the council on the night of the next meeting and suspend them from the roof of the parish hall,then present your bill again to the people who sign the checks.
