Felling Licence Exemptions and TPO'S

Is it still correct one can fell up to five cubic metres in a calender quarter in the following sizes even when the site has a TPO without needing a FC felling licence?

 

Diameters at 1.3M from ground levels:-

8cm Individual Stems

10cm Thinnings

15cm Coppice

 

Purpose is to improve woodland on a clean Brownfield Site.

Yes, those exemptions still apply, although you can only sell 2cu out of the 5.

 

You'll either need a TPO permission to carry out the work, or an FC approved management plan, which will take care of this for you. I guess you haven't got a management plan as this would come with a felling license.

As 'crobinson' points out, the fact the "less than 5m3" gives you an exemption from the felling licence requirement it doesn't give a TPO exemption...as far as I'm aware, so you'll still need to apply to the LPA to undertake the works.
