Somebody pointed out to me last night that there are numerous biological and chemical weapon research facilities along thames valley, and they keep their "stock" in underground bunkers

Of course they've cut budgets, of course there's a huge risk.

 

Look at Pirbright from a few years back (before cost-cutting got heavy!) Now imagine that was Anthrax instead!
