The wheels are not the determining factor it's how it can ultimately be moved, how many sections it can be moved in and a few other details.

A local farmer built a 'pole barn' on skids. He reckons its mobile as he can shunt it around with his tractor a few feet at a time. He has got away with it so far!

That set up seems to be successful.

 

I know a guy that did the same thing in a disused quarry

 

When planning enforcement visited and he just shoved the building a couple of feet with a huge 360 and they went away satisfied.
