Freeing up the roots?

I have been checking out a few options for the removal of the remainder of a root plate. Photo attached.

It's about 6ft across and about a quarter of the roots are still attached.

Access is fine, it's at the end of a car park.

My thoughts were -

Strong hiab - local drivers not interested if its still connected in any way.

Dig out with small excavator - local companies wand many hundreds with min. 1 day hire plus delivery collection, then £80 for hiab lift/removal then £50 upwards at local dump.

Mattock off as much crap as poss and spend hours with 25hp pedestrian stumpy (my little predartor). A very hard day but maybe the only option?

Any suggestions welcome -

One of my guys did suggest putting a floorless shed over it

The trunk has been sawn off about 3 inches above the soil level.
