I think it is a set up by Google. If you back off you find the car on the side road is further up the hill and Stig is not present. As you approach Stig appears and the car is by the junction. When you are at the side of Stig he disappears and the car is back further up the road again. Once you pass and look back he then appears again and the car moves back down towards the junction.

 

I can't see any reason for the Google to car to make more than one pass of this particular point.
